Abstract:
Objective To provide health economic evaluation of Tianjin Women’s and Children’s Health Promotion Plan (2013−2020), in order to provide evidence for upgrading women’s and children’s health implementation plan and policy making.
Methods Health economics evaluation, whose input and output of health service projects were measured in monetary units, was conducted on 16 benefit projects of Tianjin Women and Children’s Health Promotion Plan (2013−2020), including 13 birth defect control services and 3 maternal and child health services based on cost-benefit analysis method from the perspective of government procurement of services. It reflected the significance of the project from the perspective of economic value based on cost-benefit ratio.
Results During the project implementation period from 2013 to 2020, government invested 541 million yuan to provide 16 free services, which achieved a total benefit of 20.555 billion yuan. The overall cost-benefit ratio was 1∶38.02, which meant that the benefit brought by 1 yuan invested by the government was 38.02 yuan. Among which, the cost-effectiveness ratio of maternal and child health services was 1∶27.96, and that number of birth defect control services was even higher at 1∶44.90.
Conclusion Tianjin Women’s and Children’s Health Promotion Plan (2013−2020) is cost-effective as a whole and for each sub-project, saving a large quantity of potential medical expenses for the government, medical insurance funds and families. It will effectively guarantee high-quality economical and social development, and family sharing health dividends.
