Abstract:
Objective By understanding the current situation of human resources in maternal and child health(MCH) institutions in the 61 poor counties of Hebei province,to improve service capacity of MCH institutions in poor areas,and to provide a basis for the formulation of relevant policies.
Methods A unified survey was used to survey the current situation of MCH institutions in 61 poor counties in Hebei province. After using Epidata software for data double-entry,Spss_19.0 software was used to analyze the number,composition and quality of personnel in the institutions.
Results In 61 MCH institutions in poor counties,the average number of employees was 89.1,and the number of health technicians was 69.3.The proportion of health technicians with senior and intermediate titles was 5.0% and 24.9%,respectively. There was no master degree among the health technicians and undergraduate degree accounted and 6.3%. The average area of business premises was 2580 square meters,and there were 32 sets of equipments with an average of more than 10,000 yuan. The average number of beds provided for hospitalization service was 57,with an average of 17,009 annual outpatient visits and an average of 644 discharge.
Conclusion The number of personnel in MCH institutions in 61 poor counties in Hebei Province is relatively insufficient,and the structure of health personnel is unreasonable and the quality of personnel is not high. Moreover,poor counties have relatively low incomes and relatively weak infrastructure such as business premises,equipment above 10,000 yuan and beds,which is not conducive to the development of related services. No matter in terms of resources or service capacity,MCH institutions in poor counties are obviously at a disadvantage. Therefore,under the premise of striving for policy support and financial investment,MCH institutions in poor counties should actively seek development opportunities,expand service items,and strive to improve service capability and level.
