2017年定西市妇幼保健机构资源与运营分析及对策

Analysis and countermeasures on the resources and operation of maternal and child health institutions in Dingxi city in 2017

  • 摘要: 目的 全面分析甘肃省定西市市县两级妇幼保健机构的资源和机构运营情况及其存在的主要问题,为制定发展规划,细化发展措施提供科学依据。方法 从全国妇幼保健机构监测网络直报系统中导出定西市8家机构的数据文件进行统计分析。结果 妇幼保健机构面临政府投入不足,除编内人员工资外,没有其他任何财政补贴;基础设施欠账大,市级不足全国中位数的10%,县级在2000~4000 M2之间;人员编制不足,市级仅占应有编制数的10.11%,县级平均每机构40人;服务能力低下,仅有5家机构提供住院业务,接产量仅占活产数的5.9%,难以满足妇女儿童医疗保健需求等突出问题。结论 加强妇幼保健事业投入,积极改善基础条件;加强妇幼保健人才培养和队伍建设;积极应对全面二孩政策,全面落实两个行动计划;建立激励机制,激发机构发展活力。

     

    Abstract: Objective To comprehensively analyze the operation and main problems of Maternal and Child Health institutions at the municipal and county levels in Dingxi city, and to provide scientific basis for drawing up development plan and refinement of development measures.Methods The data files of 8 institutions in Dingxi City derived from National Monitoring Network for Maternal and Child Health institutions were analyzed. Result Maternal and Child Health institutions faced the following outstanding problems, such as inadequate government investment, weak infrastructure, inadequate staffing, low service capacity and difficulties in meeting the health care needs of women and children. There is no financial subsidy other than the wages of the staff. Municipal building areas were less than 10% of the national median and the building area at the county level was between 2000 and 4000 M2. The staffing at the municipal level accounts for only 10.11 % of the number of staff that should be established. Average staff at the county level was 40 persons per agency. Only five institutions provide in-patient services. The number of deliveries accounted for only 5. 9% of live births.Conclusion It is necessary to strengthen investment in maternal and child health care t, actively improve basic conditions, strengthen training and capacities building for maternal and child health care, actively respond to the comprehensive two-child policy, fully implement the two action plans, and establish interest incentive mechanism to stimulate the vitality of institutional development.
