湖南省怀化市儿童保健人力资源现状调查分析

Investigation and analysis of the current situation of human resources for children’s health care in Huaihua city,Hunan province

  • 摘要: 目的 全面了解怀化市市、县、乡三级儿童保健网络人力资源的现状及存在的问题,为卫生健康行政部门决策提供参考依据。方法 自行设计“怀化市儿童保健专业人员基本情况”调查表,对怀化市1家市级妇幼保健院、13家县(市)区妇幼保健院、326家乡镇卫生院及社区卫生服务中心在岗的555名儿童保健人员进行问卷调查。结果 怀化市儿童保健人员56.76%年龄≤35岁;70.63%为专科及以下学历,仅28.83%为本科及以上学历,且大都集中在市、县级妇幼保健机构;无执业资格证人员占比18.74%,其中乡级儿童保健人员占60%;60.18%为初级职称,高级职称仅占比2.88%;从事儿童保健工作年限≤3年者占55.86%,而>10年者仅占16.76%;乡级儿童保健人员兼职占比59.13%,市、县两级儿童保健人员参与儿童群体保健工作人员占比仅10.64%;从未参加培训人员占比20.54%,参加市级培训占比47.03%,参加省级培训占比10.45%;临床专业占38.56%,护理专业占42.52%,预防医学及公共管理专业占1.80%,其他专业占14.05%。结论 怀化市儿童保健存在人员配备不足、学历层次偏低、职称结构不合理、培训欠规范、年龄偏低等问题,这些情况导致儿童保健工作难以高质量完成。各级要加大对儿童保健工作的投入力度,通过多种途径稳固儿童保健队伍,提升人员综合素质。

     

    Abstract: Objective To understand the current situation and existing problems of the human resources of children's health network at the three levels of Huaihua City,County and Township,so as to provide a reference for the decision-making of the health administrative department.Methods The self-designed "Basic situation of children's health professionals in Huaihua City" questionnaire was used to investigate the status of 555 children health care workers from 1 municipal maternal and child health care hospital,13 county(city) district maternal and child health care centers,and 326 township hospitals and community health service centers.Results 56. 76% of children's health care personnelin Huaihua were less than 35 years old. 70. 63% of the health care workers with bachelor degree or above. Only 28. 83% were undergraduate degrees or above,and majority of them were in municipal and county level MCH institutions. The proportion of personnel without a qualification certificate was 18. 74%,among whom 60% were rural children's health personnel. 60.18% of the them had junior titles,and only 2.88% had senior titles. The health workers who had been working for child health care for more than 3 years account for 55.86%,whereas those who had been working over 10 years accounted for only 16.76%. Among the township children health workers,part-time workers accounted for 59.13%. Only 10.64% of the urban and county level children health personnel participated in children group health care. The proportion of personnel who had never participated in training was 20.54%. The proportion of personnel who participated the municipal and provincial level training was 47.03% and 10.45%. The proportion of health workers who majored in clinical specialty was 38.56%,nursing was 42.52%,preventive medicine and public administration was 1.80% and the others was 14.05%.Conclusion There are some problems in human resources for children's health care in Huaihua. They are shortage of health care staff,low education degree,unreasonable structure of title,less standardized training and low age. These problemss. result in poor quality completion of child health care.Governments at all levels should increase their investment in children's health care,strengthen the children's health care team through various ways,improve the overall quality of personnel.
