Abstract:
Objective To analyze the management and issuance of birth certificate in Yunnan Province and provid countermeasures of improvement to continuously strengthen and improve the management of birth certificate.
Methods To analyze the rate or composition ratio of issuance, replacement, reissueing and invalidation of birth certificate in Yunnan Province from 2017 to 2021.
Results Medical and health care institutions issued birth certificate initialy in Yunnan Province. Around 51.42% of them were township health centers, ranking the highest. From 2017 to 2021, the average rate of initial issuance was 97.20% and the rate of initial issuance in the year of birth was 97.24%, far exceeding the national requirement (90%). The averate rate of birth certificate issuance outside medical and health care institutions was 1.93%, and the rate of reissuance and replacement was 1.30% and 1.00% repectively. The rate of invalidation was 0.47%, being lower than the national standard ( < 1%).
Conclusion The management and issuance of birth certificate is standardized in Yunnan Province. But application and issuance of birth certificate involves complicated procedures and social issues. Issuance based on regulation and continuous monitoring are of great importance.
