Abstract: Objective Yangzhou has explored a typical pathway of exploring maternal and child health projects as the starting point and effectively promoting the construction of the hierarchical diagnosis system.Methods Yangzhou women and children's health care hospital with the help of medical association platform carried out screening of developmental dysplasia of the hip (DDH), early screening for autism, perinatal nutrition intervention, and carried on the exploration of hierarchical diagnosis.Conclusions By helping the grass-roots hospital establishing the departments, training staff, standardizing technical standards and improving the referral system, the project achieved screening at grass-roots hospitals, diagnosis at county-level hospitals, and intervention and treatment at municipal hospitals. A three-tier service model focusing on strengthening the grass-roots level in cities, counties, and townships was established. It improved the rate of early detection, early diagnosis and early intervention of target diseases, improved the accessibility of women and children's health services and the efficiency of resource utilization, and improved the satisfaction of the public.
