Analysis and countermeasures on the resources and operation of maternal and child health institutions in Dingxi city in 2017

  • Objective To comprehensively analyze the operation and main problems of Maternal and Child Health institutions at the municipal and county levels in Dingxi city, and to provide scientific basis for drawing up development plan and refinement of development measures.Methods The data files of 8 institutions in Dingxi City derived from National Monitoring Network for Maternal and Child Health institutions were analyzed. Result Maternal and Child Health institutions faced the following outstanding problems, such as inadequate government investment, weak infrastructure, inadequate staffing, low service capacity and difficulties in meeting the health care needs of women and children. There is no financial subsidy other than the wages of the staff. Municipal building areas were less than 10% of the national median and the building area at the county level was between 2000 and 4000 M2. The staffing at the municipal level accounts for only 10.11 % of the number of staff that should be established. Average staff at the county level was 40 persons per agency. Only five institutions provide in-patient services. The number of deliveries accounted for only 5. 9% of live births.Conclusion It is necessary to strengthen investment in maternal and child health care t, actively improve basic conditions, strengthen training and capacities building for maternal and child health care, actively respond to the comprehensive two-child policy, fully implement the two action plans, and establish interest incentive mechanism to stimulate the vitality of institutional development.
