Effect evaluation of online ‘Birth Certificate’ application services in Beijing

  • The traditional on-site ‘Birth Certificate’ application is for applicants to line up at the window and have staff manually review it. This method is time-consuming, inconvenient, inefficient, and prone to errors. Based on these situations, Beijing launched online ‘Birth Certificate’ application service in 2021. This article analyzes the effect of this service. It shows that the service verifies personal information more scientifically through information system, simplifies the application process, receives more public satisfaction, and staff are more flexible. However, it also shows that the service has incomplete coverage and uneven development in various districts, which suggests that Beijing should further optimize and advertise this service and continuously improve the experience of online ‘Birth Certificate’ application services.
